I've just downloaded the latest version of Cheat Engine so that I could scan the installer and it actually seems like it's infected with adware.
If you're willing to bypass the risk of infection, you can try downloading the application from its official website. In case your web browser is the one that's stopping you from downloading the file, using a different browser, temporarily disabling your antivirus and temporarily disabling your firewall (for the duration of the download) could do the trick.
Also, after the installer has been downloaded, launch it and carefully navigate through the installation options. You should disable any offers using the Decline button shown for various offers and that's it.
Don't want to root, but would like a cheat engine type-time and resources application.

There isn't a released version of Cheat Engine for Android based devices. Instead, you will need to use another tool called GameCIH which acts like Cheat Engine with limited features, but still useful. Please download the APK file and transfer it to your device and install it. Make sure that Unknown Sources is checked under Developer Options to allow 3rd party applications. Once you complete this step, start GameCIH from your phone and then the application and you can use it like you would use Cheat Engine.
Also, this application needs root permissions because it will modify parts of the memory. There are no available applications which can do this without root capabilities.
Sometimes an application or game, you want to find cheats for, uses additional protection such as memory scrambling techniques. In this case, Cheat Engine is useless if it's not used with memory debugging and disassembling. Try to follow tutorials regarding memory debugging.

i wont question your ethics on using a cheat engine, but ill give you a word of advice, DONT install these types of programs for the simple reason that in order to use them you must give DIRECT access to other programs that have the ability to take control of your computer (namely games). by this i mean that they are fullscreen applications that must hijack your keyboard and mouse in order to work correctly. Cheat Engine may not be dubious in any way, but it is a HUGE exploit for hackers of any caliber.
